67 11. PCF staff shall assess the magnitude of inmate disturbances by:
68 111. Assessing inmate and staff injuries;
69 111. Conducting an initial facility damage assessment.
70 11. The magnitude of an inmate disturbance may change at any time, for better or worse. PCF staff shall respond according to the current status of the incident. Any situation changes shall be reported to the on-duty supervisor and the Corrections Chief Deputy.
71 11. The Corrections Chief Deputy shall determine and/or delegate further notifications. Depending on circumstances (i.e., injuries, damages, safety concerns, or security threats) notification should be made to:
72 111. Sheriff;
73 111. Undersheriff;
74 111. Washington County Emergency Operations Director;
75 111. Dispatch;
76 111. IPP (if State inmates are involved);
77 111. ICE (if ICE inmates are involved);
78 111. Local law enforcement agencies;
79 111. Local fire departments;

81 111. Washington County building inspectors;

87 1. Policy:
88 11. While an inmate disturbance is in progress, PCF staff should, under the direction of the on-duty supervisor:
89 111. Place the entire facility on lockdown status;
90 111. Provide the Corrections Chief Deputy with situation updates;
91 111. Remove inmates from areas of close proximity of the areas of the disturbance. If this is not possible, staff should attempt to minimize the ability of disruptive inmates to communicate with inmates in areas of close proximity (e.g., cover windows, etc.);
92 111. Conduct a head count at least once every thirty minutes in non-disturbance areas;
93 111. Conduct a continual facility security check of affected areas by posting personnel at key locations (inside or outside) and utilizing video surveillance equipment;
94 111. Collect information including:
95 1111. Number of inmates involved in each area of disturbance;
96 1111. Number of inmates not involved, in each area;
97 1111. Names and backgrounds of inmates involved;
98 1111. Weapons and resources available to inmates involved;
99 1111. Reasons for disturbance;
100 1111. Demands of inmates involved;
101 111. Attempt to remove non-involved inmates from areas of disturbance;
102 111. Attempt to mitigate the situation;
103 111. Regain control of disturbance areas using available resources effectively and appropriately (i.e., SWAT, Negotiations Unit, etc.).
