88 11. Inmates shall have access to an Orientation Packet with the rules of the facility. Each inmate shall receive a copy of the rules via the inmate kiosk computer system.
89 11. The Inmate Orientation Packet shall be maintained (and updated with current policies and practices) as designated by the Corrections Chief Deputy.
90 11. The Inmate Orientation Packet shall include information concerning the seriousness of and/or range of actions which may be taken for various rule violations.
91 11. The Inmate Orientation Packet shall include relevant information for offered services and programs.
92 11. A Spanish version of the Inmate Orientation Packet is available on the inmate kiosk computer system.
93 11. Assistance to inmates who cannot read English or Spanish, who have learning, cognitive, or other mental disabilities, or who otherwise require assistance in understanding jail rules, shall be facilitated by the Programming Unit on an individual basis. Translators (people, books, documents, or software) may be used to assist with this process.

95 11. Providing inmates with rules governing their conduct is the most efficient and uniform means of ensuring that inmates receive fair notice of required and prohibited conduct.

100 11. Pretrial detainees may be allowed to work in the jail, but should not be assigned to work involuntarily. However, all inmates, including pretrial detainees, shall be required to perform general housekeeping duties such as cleaning their individual living areas.
101 1. Rationale:
102 11. Involuntary servitude is prohibited by the Thirteenth Amendment to the U.S. Constitution, except as a punishment for convicted prisoners. Forcing a prisoner to work may be considered punishment for purposes of the Fourteenth Amendment. Since pretrial detainees have not been convicted, they cannot be punished. The prohibition against punishment includes involuntary jail work assignments. However, the courts have recognized that prisoners can be required to perform housekeeping functions such as cleaning their living area. Since prisoners cannot expect free housekeeping services in the free world, they should not expect such services while incarcerated in jail.

107 11. Staff shall encourage all inmates to participate in good personal hygiene practices in addition to the required personal hygiene practices. Inmates may have long hair, beards, and mustaches. However, if a management problem is created as a result of this, PCF may consider such problems in decisions involving the inmate's housing assignment, access to programs, job opportunities, and other matters.

114 11. Staff shall require inmates to comply with the rules of PCF. Ignorance of posted rules shall not be a defense to disciplinary charges. Inmates are responsible to request clarification from staff on unclear instructions, orders, policies, procedures, rules, regulations, and other requirements of PCF.
115 11. Medical staff and non-certified staff shall not enforce rules. Instead, non-certified staff shall report rule violations to a certified officer.
