CF 15_103 GENERAL
- Policy:
- Book and release orders shall be processed with a streamlined procedure.
- Rationale:
- Book and release orders do not demand all the details involved with regular booking and regular release procedures.
- Procedure:
- Check-In:
- The validity of the book and release order shall be verified.
- The identification of the person to be booked and released (hereafter, referred to as offender) shall be verified via government-issued photo identification. A photo from the PCF Spillman computer system may be used.
- The check-in time shall be documented in the Spillman computer system Inmate Log (JMJLOG) with code: CCI.
- The offender should be instructed to leave all personal belongings in their vehicle before admittance shall be granted.
- Admittance:
- The admittance time shall be entered on Book and Release Checklist.
- The offender shall be, at a minimum, rub searched prior to entering Booking. This may be done in the Public Access/Booking vestibule or in the Dressing Room.
- Booking:
- All information for the offender in the Spillman computer system Names Table shall be created or updated. A new printout shall be included into the offender's booking file.
- The offender's photo in the Spillman computer system shall be created or updated. Any previous photos shall be archived; not replaced. Photographs shall be taken of the offender in the same manner as in the regular booking process.
- A warrant check (NCIC and Statewide) shall be completed in the same manner as in the regular release process.
- A sex offender check (SONAR) shall be completed in the same manner as in the regular release process.
- Fingerprints shall be taken of the offender in the same manner as in the regular booking process.
- Release:
- The required information on book and release court order shall be completed.
- A copy of the completed court order shall be provided for the offender.
- The offender shall be escorted to the public access area.
- The release time shall be entered on Book and Release Checklist.
- A log entry shall be completed in the Spillman computer system (JMJLOG with code: BAR) to include:
- Statement that the entry is for a “book and release;”
- Check-in time;
- Admittance time;
- Release time;
- Name of originating court (as stated on the court order);
- Court case number as identified on the order;
- All offenses listed on the order;
- OTN number;
- Statement that a warrant check was completed and include the results of the check and any relevant details;
- Statement that a sex offender check was completed and include the results of the check and any relevant details;
- The completed court order and a copy of the BAR log entry shall be faxed to the originating court.
