CF 15_103  GENERAL

  1. Policy:
    1. Book and release orders shall be processed with a streamlined procedure.
  2. Rationale:
    1. Book and release orders do not demand all the details involved with regular booking and regular release procedures.
  3. Procedure:
    1. Check-In:
      1. The validity of the book and release order shall be verified.
      2. The identification of the person to be booked and released (hereafter, referred to as offender) shall be verified via government-issued photo identification. A photo from the PCF Spillman computer system may be used.
      3. The check-in time shall be documented in the Spillman computer system Inmate Log (JMJLOG) with code: CCI.
      4. The offender should be instructed to leave all personal belongings in their vehicle before admittance shall be granted.
    2. Admittance:
      1. The admittance time shall be entered on Book and Release Checklist.
      2. The offender shall be, at a minimum, rub searched prior to entering Booking. This may be done in the Public Access/Booking vestibule or in the Dressing Room.
    3. Booking:
      1. All information for the offender in the Spillman computer system Names Table shall be created or updated. A new printout shall be included into the offender's booking file.
      2. The offender's photo in the Spillman computer system shall be created or updated. Any previous photos shall be archived; not replaced. Photographs shall be taken of the offender in the same manner as in the regular booking process.
      3. A warrant check (NCIC and Statewide) shall be completed in the same manner as in the regular release process.
      4. A sex offender check (SONAR) shall be completed in the same manner as in the regular release process.
      5. Fingerprints shall be taken of the offender in the same manner as in the regular booking process.
    4. Release:
      1. The required information on book and release court order shall be completed.
      2. A copy of the completed court order shall be provided for the offender.
      3. The offender shall be escorted to the public access area.
      4. The release time shall be entered on Book and Release Checklist.
      5. A log entry shall be completed in the Spillman computer system (JMJLOG with code: BAR) to include:
        1. Statement that the entry is for a “book and release;”
        2. Check-in time;
        3. Admittance time;
        4. Release time;
        5. Name of originating court (as stated on the court order);
        6. Court case number as identified on the order;
        7. All offenses listed on the order;
        8. OTN number;
        9. Statement that a warrant check was completed and include the results of the check and any relevant details;
        10. Statement that a sex offender check was completed and include the results of the check and any relevant details;
      6. The completed court order and a copy of the BAR log entry shall be faxed to the originating court.
