CA 01_103  GENERAL

  1. Policy:
    1. The mission statement shall be clear and understandable.
    2. The mission should be within the capabilities of the facility administrators and staff.
    3. Implementation of the mission should be measurable.
  2. Rationale:
    1. Policies and procedures flow from, and should conform with, the mission.
    2. Without an understanding of the intended purpose and objectives of the facility, staff cannot fully focus on accomplishing the mission.
    3. A mission statement is of little practical value if it is not within the capabilities of staff to achieve.
    4. In order to ascertain the level of success, the mission should be measurable.

CA 01_104  MISSION STATEMENT

To provide public safety through secure and safekeeping of lawfully incarcerated offenders by maintaining a secure, safe, and humane environment; and to assist offenders with successful reintegration into society by providing for behavior modification and personal development.

CA 01_105  ACHIEVEMENT

  1. Policy:
    1. PCF staff should meet the mission statement by:
      1. Ensuring that all PCF inmates are lawfully incarcerated;
      2. Ensuring a secure environment by following established PCF security procedures;
      3. Ensuring a safe environment by meeting all federal, state, and local safety requirements and by following established PCF safety procedures;
      4. Ensuring a humane environment by following federal, state, and local regulations and established PCF procedures;
      5. Providing behavior modification by following established PCF disciplinary procedures;
      6. Providing personal development opportunities through making self-help books and educational classes available.

CA 01_106  GOALS

  1. Policy:
    1. Operational goals should be developed each year in support of PCF's mission.
    2. Goals should be clear, understandable, achievable, and measurable.
