AB 04_103 GENERAL
- Policy:
- Staff should receive training related to their required duties.
- Officers should receive applicable training and POST certification before exercising duties as certified officers.
- Training should be a key staff development tool.
- Liability management should be a factor in determining training program requirements.
- Staff should be responsible for completing their individual training requirements.
- The Training Unit should conduct an annual training-needs assessment. The needs assessment should be reviewed by the division chiefs.
- Rationale:
- Staff cannot be expected to have proper understanding or abilities for tasks for which they have not received training.
- Comprehensive training provides a means for improving skills, capabilities, and professionalism by learning from the experiences, research, and study of others.
- Ensuring that training is provided for staff in those areas critical to their job performance will help in the defense of litigation.
- Completing training requirements is considered a task assigned to every employee. Staff who fail to complete their training requirements, fail to fully meet their job expectations (Reference policy: AB 10 Corrective Action and Discipline).
AB 04_104 TRAINING CREDIT
- Policy:
- Training hours should be granted on an hour-for-hour basis for actual classroom or on-the-job training.
- Training hours credit for correspondence courses, video courses, professional readings, exams, or other training options where the time involved may vary from person to person should be determined by the division Chief Deputy and should be uniform for all staff. Training hours credit should be determined and communicated to staff, in writing, prior to the onset of the training.
- In order to compensate for preparation time, two hours of training credit for each hour taught should be given to staff who instruct classes.
- Training hours credit may be granted for physical fitness training that is conducted formally via a WCSO physical fitness coordinator.
- Rationale:
- Procedures for conferring training hours credit must be structured in order to provide fairness to all employees.
AB 04_105 ORIENTATION TRAINING
- Policy:
- Corrections Division certified officers should receive and successfully complete orientation training (i.e., CT Program) prior to engaging in their assigned tasks on a solo basis.
- Patrol Division certified officers should receive and successfully complete field training prior to engaging in their assigned tasks on a solo basis.
- All staff should receive orientation training within the first year of employment which includes:
- The WCSO's organizational structure;
- Chain of command;
- PCF and administration building tour;
- Current policies, procedures, and standards (including employee standards of conduct);
- Blood-borne pathogens; and
- Personnel issues (e.g., schedules, time cards, etc.).
- Rationale:
- Orientation training will ensure that training is conducted early in order to provide the benefits of proper training as soon as possible.
AB 04_106 ANNUAL TRAINING PLAN
- Policy:
- An annual training plan should be maintained by the Training Unit. The Training Unit should coordinate with the respective scheduling personnel in order to ensure that all staff have the opportunity to participate in the required annual training sessions.
- The annual training plan should address legislative changes.
- The annual training plan for all staff should include, but not be limited to:
- Policy review for areas of assignment or applicability;
- Blood-borne pathogens;
- Hazardous materials;
- Personal protective equipment (including bullet-proof vests for applicable employees).
- The annual training plan for all Corrections Division certified staff should include, but not be limited to:
- Compliance with POST mandated annual certified training of not less than 40 hours (Utah Code 53-6-202(4)(a));
- Firearms qualifications;
- Emergency vehicle operations, including in-car practicum every three years, for employees who operate a marked vehicle on duty (Work Crews, Transport, etc.);
- Arrest control and defensive tactics;
- Inmate searches;
- Religion and Religious Land Use and Institutionalized Persons act (RLUIPA);
- Inmate discipline;
- Inmate rights;
- Inmate legal access;
- Inmate mail and other printed material;
- Jail suicide;
- Inmate medical access;
- Prison Litigation Reformation Act (PLRA); and
- Contingency management:
- Inmate evacuation;
- Inmate medical response. Staff should participate in an inmate medical response scenario with an effective response time of four minutes or less;
- Hostage situations. Staff should receive copies of hostage situation management policy and procedures. Staff should be trained to disregard instructions from hostages, regardless of rank;
- Identification of signs of inmate unrest. Staff should be trained to effectively disseminate information on facility climate and inmate attitudes and moods to the on duty supervisor and to create applicable log entries in the jail computer system;
- Use of force (specific to the correctional setting) including the use of restraints including, but not limited to:
- When transporting inmates;
- While inmates are in court, at hospitals, or while in custody outside the jail facility; and
- When necessary to control violent inmates to prevent them from harming themselves or others.
- The annual training plan for all Patrol Division certified staff should address the following state requirements:
- Compliance with POST mandated annual certified training of not less than 40 hours (Utah Code 53-6-202(4)(a));
- Firearms qualifications;
- Emergency vehicle operations (including in-car practicum every three years);
- Arrest control and defensive tactics;
- Officer involved fatalities;
- Domestic incident (a.k.a., domestic violence);
- Forcible entry;
- Arrest and detention;
- Search and seizure; and
- Use of force including the use of restraints including, but not limited to:
- When transporting arrestees or inmates;
- While inmates are in court, at hospitals, or while in custody outside the jail facility; and
- When necessary to control violent arrestees or inmates to prevent them from harming themselves or others.
- The annual training plan for all management staff should include, but not be limited to:
- Civil liability of managers;
- Corrections law for managers (for Corrections Division staff);
- Personnel law;
- Staff discipline and corrective actions;
- Staff performance plans and performance evaluations;
- Sexual harassment; and
- Development of operations manuals and training.
- Rationale:
- Policy review training is required to ensure that staff members read and have a reasonable understanding of policy.
- Training and certification requirements are established by law for correctional officers and other peace officers.
- Training for non-certified staff provides instruction necessary to understand the special requirements and precautions involved in working in a public safety or jail environment.
- Management training is provided to improve the supervisory, personnel, and management expertise and knowledge of supervisory, administrative, and other management staff.
AB 04_107 TRAINING RECORDS
- Policy:
- Training sessions should be documented by:
- A copy of the training documents used (e.g., session outline, handouts, policy cited, etc.); and
- A roster of attendance or other similar document.
- Training records should be maintained by the WCSO Training Unit.
- Training records should be maintained for a minimum of the duration of the employee's employment plus four years after leaving employment with the WCSO.
- Annual training requirements should be communicated to POST by the WCSO Training Unit.
- Upon request, the WCSO shall provide UDC with documentation of any and all emergency training and drills provided to correctional officers at PCF.

- Rationale:
- Proper documentation memorializes events.
- Training records may assist with litigation defense.
