CY 08_101 DEFINITIONS
- WCSO: Washington County Sheriff's Office
- PCF: Purgatory Correctional Facility
- Civil Disturbance: An act that has the express aim of preventing or obstructing the continuation of normal operations. Civil disturbances may include acts that amount to an unlawful action which may threaten the safety and/or security of any person or property.

CY 08_103 GENERAL
- Policy:
- The WCSO should strive to maintain an environment that is safe and conducive to ordinary operations.
- The freedom of expression and the right to peaceful protest should be recognized and encouraged.
- Employees should be able to recognize the difference between peaceful protests and unlawful acts of civil disturbances.
- Rationale:
- Maintaining a safe and conducive environment may help promote efficient operation of daily activities.
- To prohibit or limit legal rights could place the individuals involved, PCF, and/or the WCSO in jeopardy of liability.
- Employees of the WCSO need to be able to properly recognize unlawful acts of civil disturbance in order to act appropriately.
CY 08_104 LAWFUL PROTESTS
- Policy:
- Employees should monitor and allow peaceful and lawful protests conducted outside the secure facility of PCF to continue as long as they do not become unlawful (e.g., restricting traffic to or from the facility through physical or intimidation acts) or infringe upon the secure areas.
- Employees should notify their direct supervisor and the Corrections Chief Deputy upon knowledge of a protest in process.
- Rationale:
- Lawful protests need to be monitored in order to be properly prepared for any unlawful turn in events.
CY 08_105 UNLAWFUL DISTURBANCES
- Policy:
- In order to prevent jeopardizing the safety or security of PCF, PCF employees should not respond to an unlawful disturbance outside the secure facility.
- PCF employees should report unlawful disturbances to their direct supervisor, the Corrections Chief Deputy, and the WCSO Patrol Division on-duty supervisor. If the Patrol Division is unable to respond to the event in a timely manner, the Hurricane Police Department should be contacted to handle the situation.
- Rationale:
- If PCF employees responded to an incident outside the facility, a security vulnerability could be created inside the facility.

- Policy:
- Any unlawful disturbance on PCF property shall be documented as a jail incident in the jail computer system.
