52
Ryan Larkin 3.1 53 **CC 06_102  __GENERAL__**
Ryan Larkin 1.1 54
55 1. Policy:
56 11. The perimeter of PCF should ensure that:
Ryan Larkin 3.1 57 111. Access is denied without proper authorization; and
58 111. Detainees and inmates remain within.
Ryan Larkin 1.1 59 1. Rationale:
60 11. Without controlling the facility's perimeter, it would be difficult to manage the facility's security.
61
Ryan Larkin 3.1 62 **CC 06_103  __PERIMETER CHECKS__**
Ryan Larkin 1.1 63
64 1. Policy:
65 11. Jail personnel shall make routine and random perimeter checks.
66 11. Perimeter checks should be completed by at least two deputies.
67 11. Perimeter checks should be completed by armed deputies.
68 1. Rationale:
69 11. Perimeter checks allow jail staff to discover security vulnerabilities and maintenance needs.
70
Ryan Larkin 3.1 71 **CC 06_104  __LIGHTING__**
Ryan Larkin 1.1 72
73 1. Policy:
74 11. PCF should have perimeter lighting which illuminates the exterior and surrounding approaches to the jail.
75 1. Rationale:
76 11. Perimeter lighting prevents persons from approaching the facility under cover of darkness.
77
Ryan Larkin 1.2 78 **CC 06_106 __EXTERNAL BARRIERS__**
Ryan Larkin 1.1 79
80 1. Policy:
81 11. PCF should have perimeter barriers which protect the area surrounding the jail. Barriers can include fencing, walls, landscaping, other structures, and signs which:
82 111. Prevent or reduce access to restricted areas; and
83 111. Route vehicle and pedestrian traffic away from restricted areas.
84 1. Rationale:
85 11. Barriers function to prevent persons from having unrestricted access to vulnerable or other sensitive areas.
86 11. Most persons will be deterred by signs, landscaping, and other soft barriers. Persons entering an area set apart by soft barriers may be detected as obviously out of bounds and subject to an immediate investigative response.
87 11. Persons who are determined may be deterred by more formidable barriers and security.
