CB 03_103  GENERAL

  1. Policy:
    1. Regular inspections will be conducted.
    2. Inspections shall be documented in the jail computer system or in a written report.
    3. Inspection reports shall be retained consistent with statutory requirements.
  2. Rationale:
    1. Frequent inspections ensure the discovery of needed repairs or replacements to prevent dangerous and life-threatening situations.
    2. Frequent inspections are necessary to ensure that sanitation is maintained at a high level.
    3. The documentation of inspections may be useful when answering a lawsuit.

CB 03_104  INTERNAL INSPECTIONS

  1. Policy:
    1. Sanitation and maintenance inspections shall be ongoing on a daily basis by shift supervisors (i.e., Passdown Log, Area Security Checks, and Inmate Cell Checks).
    2. Sanitation and maintenance inspections shall be conducted at least every quarter by the jail commander or his designee (i.e., Administrative Post Inspection log report).
    3. The sanitation and maintenance inspections shall include:
      1. Inspection of all facility areas under the supervisors' command;
      2. Documentation of the inspection results;
      3. Written requests, via email, for repairs or replacements, as needed.
  2. Rationale:
    1. It is easier to maintain a high level of sanitation and maintenance than to try to recover from having allowed a facility to deteriorate.
    2. If shift supervisors and command-level jail officials demonstrate to staff that sanitation is a high priority by routinely making sanitation inspections and then acting on findings, it is more likely that staff will play an active role in the process as well and take pride in the sanitation and maintenance of the facility.

CB 03_105  EXTERNAL INSPECTIONS

  1. Policy:
    1. PCF officials shall cooperate with and facilitate legitimate inspections by outside agencies.
    2. PCF should be inspected, at least annually, by:
      1. A standards inspection compliance team (e.g., Utah Sheriff's Association);
      2. The UDC's Inmate Placement Program staff (if the jail has a current contract to house UDC prisoners);
      3. Other agencies, as required.
  2. Rationale:
    1. Inspections by various agencies may be authorized by statute, contract, or agreement.

CB 03_106  PEST CONTROL INSPECTIONS

  1. Policy:
    1. A licensed, certified, and trained pest-control professional shall, at least monthly:
      1. Inspect for rodents, insects, and vermin; and
      2. Preventively spray for indigenous insects.
  2. Rationale:
    1. Regular pest-control measures will help ensure a pest-free environment.
