61
Ryan Larkin 1.1 62 1. Policy:
63 11. PCF shall be staffed twenty-four hours per day.
64 11. Essential security posts and positions will be staffed with qualified personnel.
Ryan Larkin 6.1 65 11. Custody corrections officers shall possess Utah Correctional Officer Certification and meet all state-mandated requirements.
Ryan Larkin 1.1 66 1. Rationale:
67 11. Correctional Officer Certification is required by Utah law prior to the exercise of that authority.
68 11. Staff must be present in the jail facility twenty-four hours per day to be able to respond to:
69 111. Medical emergencies;
70 111. Injuries;
71 111. Assaults;
72 111. Suicide attempts;
73 111. Fires; and
74 111. Other exigencies.
75
Ryan Larkin 3.1 76 **CA 02_104 __STAFFING PLAN__**
77
Ryan Larkin 1.1 78 1. Policy:
79 11. A staffing plan, approved by the Corrections Chief Deputy, should be maintained and followed.
80 11. The staffing plan should include, but not be limited to, minimum custodial staffing of nine.
Ryan Larkin 6.1 81 11. Staffing numbers exceeding the above-prescribed minimum may be necessary to meet the demands of larger inmate populations. However, staffing numbers should not fall below the above-prescribed minimum.
Ryan Larkin 1.1 82 1. Rationale:
83 11. Staffing should be based upon the number of staff required to:
84 111. Accomplish the necessary safety and security activities (e.g., supervision, inspections, searches, and emergency responses); and
85 111. To provide the basic standards for inmates (e.g., meals, medical, clothing, and hygiene).
86 1. Procedure:
Ryan Larkin 6.1 87 11. When staffing falls below minimum requirements (nine staff), the on-duty supervisor shall:
Ryan Larkin 1.1 88 111. Take action to increase staff levels (i.e., call in additional staff);
89 111. Document why staffing levels fell below minimum requirements, how long staffing levels were below minimum requirements, and what was done to resolve the situation.
Ryan Larkin 6.1 90 111. Notify their direct supervisor:
Ryan Larkin 1.1 91 1111. Via email, if the situation is resolved in a short amount of time (within one hour).
92 1111. Via phone or in person, if the situation is not resolved within one hour and as soon as possible after one hour has expired or when all efforts to increase staff levels have failed.
93
Ryan Larkin 3.1 94 **CA 02_105 __INMATE EXERCISE__**
95
Ryan Larkin 1.1 96 1. Policy:
97 11. There should be adequate staff to ensure that inmates consistently receive the opportunity to exercise.
98 11. Staff may be used to direct exercise activities.
99 11. Non-custodial staff should be scheduled in order to refrain from pulling custodial staff from their primary duties (safety and security).
100 1. Rationale:
101 11. Staffing is required for both the logistics and the security for exercise activities.
102
Ryan Larkin 3.1 103 **CA 02_106 __LEISURE, EDUCATIONAL, AND TREATMENT ACTIVITIES__**
104
Ryan Larkin 1.1 105 1. Policy:
106 11. Inmate leisure, educational, and treatment activities should be controlled and supervised by PCF staff.
107 11. Staffing for leisure, educational, and treatment activities may involve persons not employed by PCF. However, all outside staff shall work within the security, safety, operational, and policy requirements of PCF.
108 11. Outside staff shall work under the supervision of PCF staff.
109 1. Rationale:
110 11. All activities in the jail must be directed and controlled by jail staff to ensure that jail regulations and policy requirements are enforced and to protect the jail's legitimate operational interests.
