CA 02_103 GENERAL
- Policy:
- PCF shall be staffed twenty-four hours per day.
- Essential security posts and positions will be staffed with qualified personnel.
- Custody corrections officers shall possess Utah Correctional Officer Certification and meet all state-mandated requirements.
- Rationale:
- Correctional Officer Certification is required by Utah law prior to the exercise of that authority.
- Staff must be present in the jail facility twenty-four hours per day to be able to respond to:
- Medical emergencies;
- Injuries;
- Assaults;
- Suicide attempts;
- Fires; and
- Other exigencies.
CA 02_104 STAFFING PLAN
- Policy:
- A staffing plan, approved by the Corrections Chief Deputy, should be maintained and followed.
- The staffing plan should include, but not be limited to, minimum custodial staffing of nine.
- Staffing numbers exceeding the above-prescribed minimum may be necessary to meet the demands of larger inmate populations. However, staffing numbers should not fall below the above-prescribed minimum.
- Rationale:
- Staffing should be based upon the number of staff required to:
- Accomplish the necessary safety and security activities (e.g., supervision, inspections, searches, and emergency responses); and
- To provide the basic standards for inmates (e.g., meals, medical, clothing, and hygiene).
- Staffing should be based upon the number of staff required to:
- Procedure:
- When staffing falls below minimum requirements (nine staff), the on-duty supervisor shall:
- Take action to increase staff levels (i.e., call in additional staff);
- Document why staffing levels fell below minimum requirements, how long staffing levels were below minimum requirements, and what was done to resolve the situation.
- Notify their direct supervisor:
- Via email, if the situation is resolved in a short amount of time (within one hour).
- Via phone or in person, if the situation is not resolved within one hour and as soon as possible after one hour has expired or when all efforts to increase staff levels have failed.
- When staffing falls below minimum requirements (nine staff), the on-duty supervisor shall:
CA 02_105 INMATE EXERCISE
- Policy:
- There should be adequate staff to ensure that inmates consistently receive the opportunity to exercise.
- Staff may be used to direct exercise activities.
- Non-custodial staff should be scheduled in order to refrain from pulling custodial staff from their primary duties (safety and security).
- Rationale:
- Staffing is required for both the logistics and the security for exercise activities.
CA 02_106 LEISURE, EDUCATIONAL, AND TREATMENT ACTIVITIES
- Policy:
- Inmate leisure, educational, and treatment activities should be controlled and supervised by PCF staff.
- Staffing for leisure, educational, and treatment activities may involve persons not employed by PCF. However, all outside staff shall work within the security, safety, operational, and policy requirements of PCF.
- Outside staff shall work under the supervision of PCF staff.
- Rationale:
- All activities in the jail must be directed and controlled by jail staff to ensure that jail regulations and policy requirements are enforced and to protect the jail's legitimate operational interests.
