65 1. Policy:
66 11. The WCSO may utilize staff in a reserve or auxiliary capacity.
67 11. Reserve staff shall not be allowed to participate in the WCSO Ride-Along program as non-paid volunteers.
68 11. The number of current reserve staff members shall be determined by the Sheriff.
69 11. Reserve Civilians must be at least 18 years of age.
70 11. Reserve Officer applicants must be certifiable by Utah Peace Officer Standards and Training as a Peace Officer at the time of application.
71 11. Reserve staff shall be subject to the same background checks, screenings, and evaluations as regular full-time staff.
72 11. A Reserve Civilian does not have peace officer authority and shall not engage in peace officer activities.
73 11. A Reserve Officer has peace officer authority only while engaged in the reserve activities authorized by the WCSO and shall exercise only that spectrum of peace officer authority:
74 111. That the WCSO is empowered to delegate; and
75 111. For which the officer has been trained and certified.
76 11. Reserve staff shall comply with all other WCSO policies and procedures.
77 11. While serving as a non-paid volunteer in a reserve or auxiliary capacity, or working part-time for fewer hours than that which would qualify the officer as an "employee" under state or federal law, a peace officer is entitled to benefits in accordance with Utah Code, Title 67, Chapter 20: Volunteer Government Workers Act.
78 11. The WCSO shall ensure that Reserve Officers meet the basic and in-service training requirements of the peace officer classification in which the officer will function.
79 1. Rationale:
80 11. The use of reserve staff may allow the WCSO to more effectively manage staff shortages and emergency situations.
81 11. Reserve staff is governed by Utah statute.
82

Ryan Larkin 1.1 89 11. Reserve shifts shall be no less than two hours in duration.
Ryan Larkin 2.1 90 11. Reserve staff may be dismissed at the will of the Sheriff's Office.
Ryan Larkin 1.1 91 1. Rationale:
Ryan Larkin 3.1 92 11. Certain components of the reserve program are established by state and federal law such as maximum hours that may be worked by a part-time employee.
Ryan Larkin 1.1 93

Ryan Larkin 1.1 95
96 1. Policy:

98 11. Uniform allowances are not a right and may be changed or eliminated at any time.
99 1. Rationale:
100 11. Because the needs of the WCSO are ever-changing, the use of the WCSO's limited resources may need to be adjusted.
101
Ryan Larkin 2.1 102 **AB 14_106 __TERMINATION__**
Ryan Larkin 1.1 103

108 1. Rationale:
109 11. Not all of the employment rights and privileges for regular full-time staff are extended to reserve staff.
