AB 14_102 DEFINITIONS
- WCSO: Washington County Sheriff's Office
- Peace Officer: Includes “law enforcement officers,” “correctional officers,” and “special function officers” as defined by Utah statute.
- Reserve Officer: A certified peace officer working for the WCSO in a part-time or auxiliary capacity.
- Reserve Civilian: Someone working for the WCSO in a part-time or auxiliary capacity who is not a certified peace officer.

AB 14_104 GENERAL
- Policy:
- The WCSO may utilize staff in a reserve or auxiliary capacity.
- Reserve staff shall not be allowed to participate in the WCSO Ride-Along program as non-paid volunteers.
- The number of current reserve staff members shall be determined by the Sheriff.
- Reserve Civilians must be at least 18 years of age.
- Reserve Officer applicants must be certifiable by Utah Peace Officer Standards and Training as a Peace Officer at the time of application.
- Reserve staff shall be subject to the same background checks, screenings, and evaluations as regular full-time staff.
- A Reserve Civilian does not have peace officer authority and shall not engage in peace officer activities.
- A Reserve Officer has peace officer authority only while engaged in the reserve activities authorized by the WCSO and shall exercise only that spectrum of peace officer authority:
- That the WCSO is empowered to delegate; and
- For which the officer has been trained and certified.
- Reserve staff shall comply with all other WCSO policies and procedures.
- While serving as a non-paid volunteer in a reserve or auxiliary capacity, or working part-time for fewer hours than that which would qualify the officer as an "employee" under state or federal law, a peace officer is entitled to benefits in accordance with Utah Code, Title 67, Chapter 20: Volunteer Government Workers Act.
- The WCSO shall ensure that Reserve Officers meet the basic and in-service training requirements of the peace officer classification in which the officer will function.
- Rationale:
- The use of reserve staff may allow the WCSO to more effectively manage staff shortages and emergency situations.
- Reserve staff is governed by Utah statute.
AB 14_105 ATTENDANCE
- Policy:
- Reserve Civilians shall work a minimum of 8 hours per month;
- Reserve Officers shall work a minimum of 12 hours per month.
- Reserve staff shall be responsible for meeting minimum work hours and should not rely on “call-in” requests from supervisors (i.e., reserve staff should proactively contact shift supervisors and schedulers to meet their minimum hours).
- Reserve shifts shall be no less than two hours in duration.
- If the WCSO does not need a reserve staff member to work the minimum number of hours, that reserve staff member ceases to be a reserve staff member.
- Rationale:
- Even when reserve staff are not needed to assist with emergency or exigent situations, reserve staff must work a minimum amount of hours in order to maintain familiarity with tasks in order to be effective when needed most.
- Reserve staff who cannot meet the minimum attendance requirements may not be able to most effectively meet the needs of the WCSO.
AB 14_106 UNIFORM ALLOWANCE
- Policy:
- Reserve staff may receive a uniform allowance according to the current uniform allowance procedures.
- Uniform allowances are not a right and may be changed or eliminated at any time.
- Rationale:
- Because the needs of the WCSO are ever-changing, the use of the WCSO's limited resources may need to be adjusted.
AB 14_107 TERMINATION
- Policy:
- Reserve staff may be terminated by the Sheriff (or designee) at any time, with or without reason.
- Reserve staff may resign from the program at any time. A written letter of resignation should be submitted to the program supervisor.
- Reserve staff who leave the program must surrender all WCSO property.
- Rationale:
- Not all of the employment rights and privileges for regular full-time staff are extended to reserve staff.
