__**AB 14_104 GENERAL**__

1. Policy:
11. The WCSO may utilize staff in a reserve or auxiliary capacity.
11. Reserve staff shall not be allowed to participate in the WCSO Ride-Along program as non-paid volunteers.
11. The number of current reserve staff members shall be determined by the Sheriff.
11. Reserve Civilians must be at least 18 years of age.
11. Reserve Officer applicants must be certifiable by Utah Peace Officer Standards and Training as a Peace Officer at the time of application.
11. Reserve staff shall be subject to the same background checks, screenings, and evaluations as regular full-time staff.
11. A Reserve Civilian does not have peace officer authority and shall not engage in peace officer activities.
11. A Reserve Officer has peace officer authority only while engaged in the reserve activities authorized by the WCSO and shall exercise only that spectrum of peace officer authority:
111. That the WCSO is empowered to delegate; and
111. For which the officer has been trained and certified.
11. Reserve staff shall comply with all other WCSO policies and procedures.
11. While serving as a non-paid volunteer in a reserve or auxiliary capacity, or working part-time for fewer hours than that which would qualify the officer as an "employee" under state or federal law, a peace officer is entitled to benefits in accordance with Utah Code, Title 67, Chapter 20: Volunteer Government Workers Act.
11. The WCSO shall ensure that Reserve Officers meet the basic and in-service training requirements of the peace officer classification in which the officer will function.
1. Rationale:
11. The use of reserve staff may allow the WCSO to more effectively manage staff shortages and emergency situations.
11. Reserve staff is governed by Utah statute.

__**AB 14_105 ATTENDANCE**__

1. Policy:
11. Reserve Civilians shall work a minimum of 8 hours per month;
11. Reserve Officers shall work a minimum of 12 hours per month.
11. Reserve staff shall be responsible for meeting minimum work hours and should not rely on “call-in” requests from supervisors (i.e., reserve staff should proactively contact shift supervisors and schedulers to meet their minimum hours).
11. Reserve shifts shall be no less than two hours in duration.
11. If the WCSO does not need a reserve staff member to work the minimum number of hours, that reserve staff member ceases to be a reserve staff member.
1. Rationale:
11. Even when reserve staff are not needed to assist with emergency or exigent situations, reserve staff must work a minimum amount of hours in order to maintain familiarity with tasks in order to be effective when needed most.
11. Reserve staff who cannot meet the minimum attendance requirements may not be able to most effectively meet the needs of the WCSO.

__**AB 14_106 UNIFORM ALLOWANCE**__

1. Policy:
11. Reserve staff may receive a uniform allowance according to the current uniform allowance procedures.
11. Uniform allowances are not a right and may be changed or eliminated at any time.
1. Rationale:
11. Because the needs of the WCSO are ever-changing, the use of the WCSO's limited resources may need to be adjusted.

__**AB 14_107 TERMINATION**__

1. Policy:
11. Reserve staff may be terminated by the Sheriff (or designee) at any time, with or without reason.
11. Reserve staff may resign from the program at any time. A written letter of resignation should be submitted to the program supervisor.
11. Reserve staff who leave the program must surrender all WCSO property.
1. Rationale:
11. Not all of the employment rights and privileges for regular full-time staff are extended to reserve staff.
