- Chain of Command: A series of administrative ranks or positions in which each has direct authority over the one immediately below.

AA 01_103 GENERAL
- Policy:
- The WCSO organization shall be structured with a clear chain of command.
- Delegation of duties may exist.
- Rationale:
- A structured organization will reduce confusion and increase efficiency.
- A clear chain of command will facilitate and promote efficient communication.
- Delegation of the Sheriff's duties will allow the Sheriff to meet the statutory responsibilities of the position more productively.
AA 01_104 ORGANIZATIONAL STRUCTURE
- Policy:
- The WCSO shall be organized into four divisions:
- Administrative Division;
- Corrections Division;
- Patrol Division; and
- Emergency Services Division.
- The Administrative Division includes staff that has authority over and/or responsibility for events, positions, staff, assignments, tasks, and/or duties relating to the Corrections Division, Patrol Division, and Emergency Services Division. It includes the Sheriff, Undersheriff, and other administrative staff as determined by the Sheriff.
- The Corrections Division is responsible for functions related to the operation of PCF. The Corrections Division includes the Corrections Chief Deputy (a.k.a., Jail Commander), Corrections Lieutenants, Corrections Sergeants, Corrections Deputies, and other correctional staff, as determined by the Sheriff.
- The Patrol Division is responsible for responding to citizen calls for assistance, patrolling Washington County, investigating traffic accidents, taking initial reports, criminal investigations, court security, and other law enforcement functions. The Patrol Division includes the Patrol Chief Deputy, Patrol Lieutenants, Patrol Sergeants, Patrol Deputies, and other patrol staff, as determined by the Sheriff.
- The Emergency Services Division is responsible for preparing for, monitoring, and responding to natural and man-made disasters and events. The Emergency Services Division includes the Emergency Services Director, Search and Rescue staff, and other staff as determined by the Sheriff.
- The WCSO shall be organized into four divisions:
- Rationale:
- The organizational structure detailed above maximizes accountability, clear lines of communication, and efficiency.
- Efficient operation helps preserve the limited resources of the WCSO.
AA 01_105 JAIL
- Policy:
- The Corrections Chief Deputy shall be responsible for the day-to-day management and operation of the jail.
- The Sheriff:
- Shall supervise the actions and performance of the Corrections Chief Deputy; and
- Should conduct personal inspections of jail facilities on an unscheduled and regular basis.
- Rationale:
- The Sheriff is the statutory keeper of the jail.
- The Sheriff has responsibility for managing his office’s law enforcement, jail, and civil responsibilities. Therefore, the delegation of authority and responsibility is necessary to ensure unity of command and to provide an efficient and effective chain of command.
AA 01_106 ORGANIZATIONAL CHART
- Policy:
- The WCSO should maintain a current organizational chart that provides the office's organization and chain of command.
- Rationale:
- An organizational chart provides a visual representation of the organization and chain of command. This is quicker to reference and is generally easier to understand than a narrative or outline explanation of the chain of command.
