82 11. PCF facility access shall be restricted to authorized persons.
83 11. Areas within the PCF facility may have different levels of restricted access.

127 11. Persons authorized access to restricted areas who are not employed by the WCSO (i.e., volunteers and contract staff) shall be closely supervised by PCF staff.
128 11. Access shall be terminated for those persons who, by word or action, demonstrate an unwillingness or inability to fully obey the rules and policy requirements of PCF.
129 11. Volunteers shall have no protected interest in working inside the facility. Volunteers should be notified that their access to the jail can be terminated for any reason, or for no reason at all.

131 11. Persons not employed by the WCSO do not share the same safety and security interests involving PCF.
132 11. Persons not employed by the WCSO, but allowed access to secure areas within PCF, have not met the same background checks and training requirements as WCSO staff. Thus, they may possess unknown security risks.
