CC 05_101  DISTRIBUTION

Standard.

CC 05_102  DEFINITIONS

  1. WCSO:  Washington County Sheriff's Office
  2. PCF:  Purgatory Correctional Facility
  3. Admittance Staff:  Any employee of the WCSO who is charged with the responsibility of identifying and admitting authorized persons into a restricted area of PCF.
  4. Day Room:  A room specifically designated for leisure use by inmates, typically in congregate.
  5. Visitor:  Persons allowed in the secured areas of the jail facility on a temporary basis who are directly supervised by certified personnel.
  6. Volunteers and Contract Staff:  Persons allowed in the secured areas of the jail facility on a temporary basis who are closely supervised by certified personnel.

CC 05_104  GENERAL

  1. Policy:
    1. PCF facility access shall be restricted to authorized persons.
    2. Areas within the PCF facility may have different levels of restricted access.
    3. Admittance staff shall be trained in relation to the areas for which they are in charge.
    4. Prior to entry, persons shall be identified by PCF admittance staff as authorized to enter.
    5. Admittance staff shall confirm authorization of entry via voice recognition, visual identification, or both.
    6. All security doors for restricted areas shall remain closed and locked at all times when not in use. Security doors shall not be left open or unlatched unless a staff member is within arm's reach of the door.
  2. Rationale:
    1. Restrictions on facility access are necessary in order to maintain the highest levels of safety and security.

CC 05_105  VISITORS

  1. Policy:
    1. Non-certified law enforcement visitors must receive approval from the Corrections Chief Deputy prior to accessing non-public areas of PCF.
    2. Certified law enforcement visitors may access non-public areas of PCF with approval from the on duty supervisor.
    3. Visitors shall be accompanied by an employee of the WCSO at all times.
    4. Visitors should not be allowed access to inmate housing cells or day rooms.
    5. Visitors must be eighteen years of age or older.
    6. Visitors shall be issued a visitor identification pass and shall prominently display the pass on an outer garment where staff can see it at a glance.
    7. All non-staff visits shall be documented.
  2. Rationale:
    1. Visitors to the secure areas of a jail may pose risks to security or safety concerns. Thus, additional precautions should be taken (e.g., an employee escort and limitations of access).

CC 05_106  PROPERTY ROOM

  1. Policy:
    1. Inmates are not authorized to access the Property Room for any reason, including cleaning.
    2. Staff should only access the Property Room to perform specific tasks related to inmate property.
  2. Rationale:
    1. Inmate property that is stored in the Property Room may have large monetary values.
    2. Increased access restrictions should be enforced for the Property Room in order to prevent the misuse or misplacement of valuable inmate property.

CC 05_107  OFFICES

  1. Policy:
    1. Staff is not authorized to access any offices without permission or cause.
  2. Rationale:
    1. An office may contain documents or other sensitive material that staff may not be privy to.

CC 05_108  VOLUNTEERS AND CONTRACT STAFF

  1. Policy:
    1. Persons authorized access to restricted areas who are not employed by the WCSO (i.e., volunteers and contract staff) shall be closely supervised by PCF staff.
    2. Access shall be terminated for those persons who, by word or action, demonstrate an unwillingness or inability to fully obey the rules and policy requirements of PCF.
    3. Volunteers shall have no protected interest in working inside the facility. Volunteers should be notified that their access to the jail can be terminated for any reason, or for no reason at all.
  2. Rationale:
    1. Persons not employed by the WCSO do not share the same safety and security interests involving PCF.
    2. Persons not employed by the WCSO, but allowed access to secure areas within PCF, have not met the same background checks and training requirements as WCSO staff. Thus, they may possess unknown security risks.
